What is a DNSP and why does your charger need to involve one?
Your DNSP is the company that owns the power lines between the grid and your home. In NSW that's Ausgrid or Endeavour Energy. In south-east QLD it's Energex. In SA it's SA Power Networks. In WA it's Western Power.
Add a big load to the network and the DNSP wants to know about it. A 7 kW charger draws as much as a large electric oven running flat out. Now picture a whole street of new EV owners. The local transformer starts to matter.
Four states have rules for this. Notification (or exemption in SA) lets the DNSP track new loads. Where needed, it adds a demand-response control so they can briefly cut charger output during a peak.
Which states require DNSP notification?
NSW, VIC, QLD, and SA all require notification for EV chargers drawing more than 20A on single-phase or more than 40A on three-phase. A standard 7 kW wall charger uses 32A. That puts it above the 20A limit every time.
WA, TAS, ACT, and NT don't require formal notification for a standard home install.westernpower.com.auView source You still need a licensed electrician in every state. Those four states just don't add an extra DNSP step on top of the normal electrical work.

The AS 4755 demand-response requirement: what it means for the charger you buy

The easiest way to meet AS 4755 is an OCPP-capable charger. OCPP is an open standard. It lets a charger receive demand-response signals from a DNSP or management platform.ieefa.orgView source
Not all popular chargers support OCPP. The Tesla Wall Connector doesn't support it as at the time of writing. In states with the rule, that means it needs another path. In QLD, you'd typically limit it to 20A (4.6 kW) or wait for Energex to fit a network device. Your electrician will know the options.

Option 1: limit the charger to 20A (4.6 kW). This sits below the limit. No network device needed. The trade-off is speed: about 25 km of range per hour instead of 40 km/hr at full 32A. No wait time.
Option 2: full 32A (7.4 kW) on primary tariff with a network device. Energex fits the device at your home. This takes up to two months. Once in, the charger runs at full speed. The network can briefly pause it during a peak.
Option 3: full 32A (7.4 kW) on a load control tariff (Tariff 31 or 33). You get a lower power rate. But Energex can switch the supply off and on each day. It won't work with solar-divert charging.
Three-phase exception: a 22 kW three-phase charger (32A per phase) can connect without any of these, as long as it switches across all three phases at once.docs.evnex.comView source

The South Australia exemption: what it is and how your electrician gets it

SA also has its own EVSE guideline from the Technical Regulator (from 1 July 2024).energymining.sa.gov.auView source Chargers installed before 1 July 2026 don't have to meet the demand-response section yet. After that, SA rules align with AS 4755.

WA, TAS, ACT, and NT: what applies (and what doesn't)
Western Power's standard connection in WA gives homes 63A single-phase.westernpower.com.auView source A 7 kW charger fits inside that. No network notice needed for a standard install. If the site load exceeds the limit, the electrician applies for an upgrade or fits a smart charger with grid import limiting. Bidirectional chargers (V2H or V2G) need an Embedded Generation Connection application.

How your charger choice affects the approval process
